Because participants are voting between a pair of answers presented by the platform (A vs. B), they are not allowed to simply vote for the same answer repeatedly and thus manipulate results. The platform is deliberately showing the voter as many different paired answers as possible, and the algorithm guards against overly-enthusiastic participants being able to unduly influence the leaderboard.
